આપણી શાળાકીય શિક્ષણ વ્યવસ્થા કેટલી યોગ્ય છે?

જયારે ૨૫ વર્ષનો નવયુવાન પોતાની કારકિર્દીનો પ્રારંભ કરવા પોતાના અને માંતા-પિતાના સપનાઓ પુરા કરવા નોકરી માટે ઇન્ટરવ્યુ આપવા માટે જાય છે અને ઇન્ટરવ્યુ આપતી વખતે તેની જોડે પાઠ્ય-પુસ્તકનું જ્ઞાન હોય છે. પણ જ્યારે વ્યવહારિક અભિગમ અને કામ કરાવવાની કાળા સાબિત ના કરી શકે, સંકટ સમયે કેવી રીતે કામ કરવું તેનો જવાબના આપી ન શકે, ત્યારે ઇન્ટરવ્યુ લેતા સાહેબો બહાર જતી વખતે એવું કહે કે “ભણ્યો પણ ઘણ્યો નહીં. સાવ પપ્પુ જેવો છે.” ત્યારે ક્યાંકને ક્યાંક તેના ભણતર પર અને તેને ભણાવનાર શિક્ષકો પર સવાલ ઉત્પન્ન થાય છે.

પપ્પુ એટલેકે એવો વિદ્યાર્થી કે જે તેના પાઠયપુસ્તકમાં રહેલ દરેક વસ્તુનું સંપૂર્ણ જ્ઞાન રાખે છે. પણ વ્યવહારિક અભિગમમાં તેનો ઉપયોગ કેવી રીતે કરવો તે જાણતો નથી. મોટાભાગના વિધાર્થીઓને શાળાઓ મેળવેલું જ્ઞાનનો રોજીંદા કામોમાં ઉપયોગ કેવી રીતે કરવો તેની ખબર પડતી નથી. મહાવિદ્યાલયો એટલે કે યુનિવર્સીટીઓનું કામ તે વિધાર્થીઓને કોઈ ક્ષેત્રમાં નિષ્ણાત બનાવવાનું હોય છે. પણ વિદ્યાર્થીઓનું યોગ્ય ઘડતર કરવાનું કામ જેતે શાળાના શિક્ષકો દ્વારા કારવામાં આવે છે. એટલે કે કોઈ વિધાર્થીની નિષ્ફળતા પાછળ શાળામાં કાર્યરત શિક્ષકો અને શિક્ષણને લાગતી સરકારની નીતિઓ પર પણ સવાલ ઉભા થાય છે.

જેમ મહાગુરુ ચાણક્યએ કહ્યું છે તેમ

“શિક્ષક કોઈ દિવસ સામાન્ય હોતો નથી

દેશનું પ્રલય અને નિર્માણ તેમના હાથમાં હોય છે.”

આપણા દેશમાં શિક્ષણને એક વ્યવસાયિક ધોરણે નહીં પણ શિક્ષણને એક વિદ્યાદાન સ્વરૂપે જોવામાં આવતું હતું. પણ હાલના સમયમાં શિક્ષણને એક વ્યવસાયિક ધોરણે જ જોવામાં આવે છે. જે ખૂબ જ ગંભીર બાબત છે. એક સંશોધન પ્રમાણે ૫ થી ૧૬ વર્ષની ઉંમરમાં વિધાર્થીઓ જલ્દી શીખે છે. એટલેકે આ સમયમાં તેમને સૌથી ઉત્તમ શિક્ષકોની જરૂર હોય છે. પણ અત્યારે આપણા દેશમાં આવા યોગ્ય શિક્ષકોનો દુકાળ છે. છેલ્લા અનેક દશકોની સરકારોની દિશાવિહીન નીતિઓ પગલે દેશનું ભવિષ્ય અંધકારમય દિશા તરફ આગળ વધી રહ્યું છે.

હાલમાં શિક્ષણ ક્ષેત્રમાં જે શિક્ષકો પોતાની કારકિર્દી બનાવે છે. તે સરકારની અયોગ્ય નીતિઓ લીધે શૈક્ષણિક સંસ્થાઓની હાલત ફેકટરીમાં ઉત્પન્ન થતી પ્રોડક્ટ સમાન થઈ ગઈ છે. એવું પણ નથી કે સારા શિક્ષકો ઉત્પન્ન નથી થતા પણ યોગ્ય પગાર ન મળવાને લીધે તેઓ ખાનગી શાળામાં કાર્ય કરે છે. શિક્ષા જેવી મહત્વપૂર્ણ જગ્યા પર અનામત જેવી અયોગ્ય નીતિઓ ને લીધે પણ યોગ્ય શિક્ષકો મળી શકતા નથી. એવું પણ નથી કે સરકારે કથળતી શિક્ષણ વ્યવસ્થા માટે પગલાં નથી લીધા. સરકારે સર્વ શિક્ષા અભિયાન, મધ્યાહ્ન ભોજન યોજના જેવી મતવપૂર્ણ યોજનાઓ દ્વારા સાક્ષરતા વધારવાનો પ્રયાસ કર્યો છે. પણ સરકારે આજ સુધી સરકારી અને ખાનગી શાળાઓ વચ્ચે રહેલી અસામ્યતાઓ જેવી કે બાંધકામ, સુવિધાઓ, યોગ્ય શિક્ષકોની ભરતી વગેરે જેવા મુદ્દાઓને બદલવા પાયાથી નીતિઓ બદલી હોય તેવું ધ્યાનમાં આવ્યું નથી. આપણાં દેશમાં જે વિધાર્થીઓ કોઇ પણ ક્ષેત્રમાં નિષ્ણાત બનાવવા માટે યોગ્ય પાયો ઘડનાર શિક્ષકોના પગાર સૌથી વધુ હોવો જોઈએ અથવા તો તેમને યોગ્ય સુવિધાઓ સરકાર દ્વારા આપવી જોઈએ. જેથી વિધાર્થીઓને વધુ યોગ્ય શિક્ષકો મળી રહે.

શિક્ષણ વ્યવસ્થા કેવી હોવી જોઈએ?

૧. શાળાઓમાં આધુનિક સુવિધાઓ હોવી જોઇએ.

૨. ગામ હોય કે શહેર દરેક જગ્યાએ એક સમાન સુવિધા શાળાઓમાં હોવી જોઈએ.

૩. દેશનું ભવિષ્ય બનાવતા શિક્ષકોનો પગાર સૌથી વધુ હોવો જોઈએ. જેથી ઉત્તમોત્તમ વ્યક્તિઓ શિક્ષણ ક્ષેત્રે આવે.

૪. શિક્ષકોની ભરતીમાં અનામત દૂર કરવી જોઈ જેથી વિધાર્થીઓને શિક્ષકો બાબતે કોઈ ગુણવત્તાનું સમાધાન ન કરવું પડે.

૫. પ્રાથમિક શિક્ષણ વ્યવસ્થામાં ખાનગી શાળાઓને હટાવી અને દરેકે દરેક શાળા સરકાર હસ્તક જ હોય તેમ કરવું જોઈએ.

૬. પ્રાથમિક શિક્ષણ માટે કોઈ પણ પ્રકારની ફી લેવી જોઈએ નહિ અને ગરીબ અમીર દરેકને એક સમાન સ્કુલમાં એક સમાન રીતે ભણવાની તક મળે તે જોવું જોઈએ.
