પુલવામા: આગામી કેટલાક દિવસો જનતા સહિત બધા માટે કસોટીના!

અનેક ક્ષેત્રના જાણીતા લોકો બોલીને વાતાવરણ બગાડી રહ્યા છે. તેઓ એવીએવી ટીપ્પણી કરી રહ્યા છે જેથી રાષ્ટ્રવાદીઓ ઉશ્કેરાય. આ ઉશ્કેરાટ રમખાણોમાં પરિવર્તન પામે તેવું તેઓ ઈચ્છે છે જેથી પાકિસ્તાન સામેની લડાઈ એક તરફ રહી જાય. તેથી આગામી દિવસો ખૂબ જ કસોટી, ધૈર્ય અને માનસિક સંતુલનના રહેવાના છે, સહુ કોઈ માટે.

પુલવામામાં પાકિસ્તાન પ્રેરિત નૃશંસ, નિર્મમ ને જઘન્ય ત્રાસવાદી હુમલા પછી લોકોના મનમાં રણભેરી વાગવા લાગી છે. વડા પ્રધાન નરેન્દ્ર મોદીએ હજુ મગનું નામ મરી નથી પાડ્યું, પરંતુ બેચાર વાર કહી દીધું છે કે આ વખતે પાકિસ્તાને બહુ મોટી કિંમત ચૂકવવી પડશે. આમ બહુ બોલવા જાણીતા મોદી ઉડીના હુમલા પછી કેરળમાં રેલી કરી ત્યારે આખી જુદી વાત કરી હતી અને મારા સહિત અનેક લોકોનો રોષ વહોરી લીધો હતો. તેમણે પાકિસ્તાન અને તેની જનતાને સંબોધતા કહ્યું હતું કે લડવું હોય તો આવો, આપણે મળીને ગરીબી સામે લડીએ. જોકે તે પછી કેટલાક જ દિવસમાં ભારતે સર્જિકલ સ્ટ્રાઇક કરીને પાકિસ્તાનને જડબાતોડ જવાબ આપી દીધો. એટલે આ વખતે મોદી ‘બહુ મોટી કિંમત’ની વાત કરતા હોય તો ખાતરી રાખવી પડે કે તેમણે કંઈક વિચારી લીધું જ છે. પરંતુ શું? આમ તો પાકિસ્તાનથી આયાત થતી ચીજો પર ૨૦૦ ટકા કસ્ટમ ડ્યુટી નાખીને તેમજ તેને મળેલો ‘મૉસ્ટ ફેવર્ડ નેશન’નો દરજ્જો પાછો ખેંચીને આર્થિક રીતે મોટો ફટકો પાડ્યો છે જેની સામે પાકિસ્તાનના વેપારીઓ ‘ઓય બાપા મારી નાખ્યા’ જેવા નાદ પોકારવા લાગ્યા છે.

પાકિસ્તાનના વડા પ્રધાન ઈમરાન ખાન કદાચ અત્યાર સુધીના સૌથી નબળા વડા પ્રધાન પુરવાર થશે. આમેય નવાઝ શરીફ, બેનઝીર ભુટ્ટો કે પછી પરવેઝ મુશર્રફ જેવું પ્રભાવશાળી વ્યક્તિત્વ તેમનું જરા પણ દેખાતું નથી. સાઉદીના પ્રિન્સ મોહમ્મદ બિન સલમાન પાકિસ્તાનની મુલાકાતે આવ્યા ત્યારે ‘ગાર્ડ ઑફ ઑનર’ વખતે ઈમરાનની સાથેસાથે સેનાધ્યક્ષ કમર જાવેદ બાજવા પણ ચાલ્યા. આ જ બતાવે છે કે વર્તમાનમાં ઈમરાન સેનાની કઠપૂતળી જ છે. ઈમરાને જે લુખ્ખી અને રડમસ ચહેરે પાકિસ્તાન જવાબ આપશે તેવી ધમકી આપી તે પણ બોદી જ હતી. ટૂંકમાં કહેવાનો અર્થ એ કે ઈમરાનનું મહત્ત્વ ભારત માટે ‘બિચ્છુ’ જેવા નવજોતસિંહ સિદ્ધુના મનમાં હોય શકે પરંતુ ઈમરાનનું કંઈ ચાલવાનું નથી.

હવે આ ‘બહુ મોટી કિંમત’ના રૂપમાં શું હોઈ શકે? કેમ કે આર્થિક ફટકાથી ચાલવાનું નથી. એ તો અટલ સરકારે પણ ૨૦૦૧ના સંસદના હુમલા પછી મારીને પાકિસ્તાનની કમર તોડી નાખી હતી. પરંતુ અટલજીએ ‘અબ આરપાર કી લડાઈ હોગી’ જાહેર કર્યા પછી યુદ્ધ ન કર્યું તેનાથી સંઘપરિવાર અને તેમના સમર્થકો બહુ જ નારાજ થયા હતા. તે વખતે સ્થિતિ પણ એવી હતી કે જો આરપાર કી લડાઈ થઈ હોત તો ભારતને બહુ જ નુકસાન ગયું હોત કારણકે તે વખતે સેનાને સરહદ પર તૈનાત કરવામાં આવતી હતી ત્યારે રસ્તામાં સુરંગ વિસ્ફોટ થતા. શસ્ત્રાગારોમાં આગ લગાડી દેવામાં આવતી. અને ૧૯૯૯ના યુદ્ધ વખતે વિપક્ષ કૉંગ્રેસની ભૂમિકા પણ નિંદનીય હતી. ૧૯૯૯માં યુદ્ધ ચાલી રહ્યું હતું ત્યારે બ્રિટનના એક સમાચારપત્ર ‘ગાર્ડિયને’ અહેવાલ છાપ્યો અને તેને ટાંકીને કૉંગ્રેસે આક્ષેપ કર્યો કે વાજપેયી સરકારે પાકિસ્તાન સાથે કારગિલ પર સમજૂતી કરી લીધી છે. આ સમજૂતી થઈ હોવા છતાં વાજપેયી સરકારે આ યુદ્ધને રાજકીય લાભ ખાટવા ખેંચ્યું છે.

કારગિલ યુદ્ધ શરૂ થયું ત્યારે પણ શરૂઆતમાં કૉંગ્રેસના સભ્યો અટલજીની લાહોર યાત્રાની બસમાં કારોબારીની બેઠકમાં ભાગ લેવા ગયા હતા, એવું દર્શાવવા કે તમારા શાંતિના પ્રયાસો છતાં યુદ્ધ થયું, પરંતુ કૉફિનમાં પાછી ફરી રહેલી સૈનિકોની લાશોનાં દૃશ્યો ટીવી ચૅનલો પર આવવા લાગ્યાં એટલે બસને પડતી મૂકવી પડી.

‘ગાર્ડિયન’ના ઉપરોક્ત અહેવાલથી બે જણાને ફાયદો થતો હતો: એક, પાકિસ્તાન. બે કૉંગ્રેસ. (બ્રિટન આજે પણ ભારત સામે પાકિસ્તાનને મહત્ત્વ આપે છે. આ સમયમાં તેના વિદેશ પ્રધાને ભારતના કબજાવાળું કાશ્મીર કહીને સળી કરી છે.) પાકિસ્તાનને રિપૉર્ટથી ફાયદો થવાનું કારણ એ હતું કે તેના સૈનિકો મરી રહ્યા હતા. વિદેશોમાં તે બદનામ થઈ રહ્યું હતું. કૉંગ્રેસને પેટમાં એ દુઃખતું હતું કે ૧૯૯૮માં તેણે જયલલિતા સાથે મળીને એક મતે ઉથલાવી દીધેલી વાજપેયી સરકાર ૧૯૯૯ની ચૂંટણીમાં ફરી જીતીને આવી જાય તેવી સંભાવના હતી.

ટૂંકમાં, અટલજી તો કહ્યા પ્રમાણે આરપાર કી લડાઈ કરી ન શક્યા. હવે મોદીજી જો ‘બહોત બડી કિંમત’ પાકિસ્તાન પાસે ન ચુકવડાવે તો તેમને પણ તકલીફ પડવાની છે. રોજેરોજ ટીવી ચેનલો યુદ્ધનો રાગ આલાપે છે. પ્રિન્ટ મિડિયા પણ આ ગાણું ગાય છે. આના બે હેતુ હોઈ શકે. સારી ટીઆરપી-સર્ક્યુલેશન અને વર્તમાન સ્થિતિમાં મોદી જો મોટું પગલું ન લે તો તેમની ‘છપ્પનની કાયરતા’નું બિરુદ આપી શકાય. બીજી તરફ, જો લે તો, ‘અમે કહ્યું ને કરવું પડ્યું’ તેવો જશ ખાટી શકાય.

પરંતુ જે રીતે વિદેશના રાજદૂતોને સંયુક્ત રાષ્ટ્રોની સુરક્ષા સમિતિના પાંચ કાયમી સભ્ય દેશોના રાજદૂતો સાથે બેઠક કરી છે, જે રીતે અમેરિકા-રશિયાએ-ઇઝરાયેલે ભારતને ટેકો આપ્યો છે, ચીને પણ ઝાટકણી કાઢવી પડી છે, ફ્રાન્સે મસૂદ અઝહરને સંયુક્ત રાષ્ટ્રોના વૈશ્વિક ત્રાસવાદીઓની યાદીમાં મૂકવા માટે પોતે પૂરતું જોર આપશે તેમ કહ્યું છે તે જોતાં આ વખતે માત્ર સર્જિકલ સ્ટ્રાઇક નહીં થાય. શું મર્યાદિત યુદ્ધ થશે? શું ભારતના કમાન્ડો મસૂદ અઝહરને પકડીને લઈ આવશે?

ઈરાન અને અફઘાનિસ્તાન પણ પાકિસ્તાનના ત્રાસવાદીઓથી ત્રસ્ત છે. પુલવામા હુમલાના એક દિવસ પહેલાં જ ઈરાનના ૨૭ સુરક્ષા જવાનોની પાકિસ્તાનના જૈશ અલ અદ્દલના આત્મઘાતી હુમલામાં હત્યા કરી છે. તો પુલવામા હુમલાના બે દિવસ પછી અફઘાનિસ્તાનના ૩૨ જણાની તાલિબાને હત્યા કરી હતી. આમ, પાકિસ્તાનના ત્રણેય પડોશી દેશો પાકિસ્તાનની નાપાક ચેષ્ટાઓથી ખૂબ જ ત્રસ્ત છે. ઈરાને પાકિસ્તાનને જૈશ અલ અદ્દલ સામે કડક કાર્યવાહી કરવા ચેતવણી આપી છે. આ સંજોગોમાં જો ત્રણેય દેશો મળીને પાકિસ્તાન સામે યુદ્ધનો મોરચો ખોલે તો પાકિસ્તાનને ભારે પડી જાય. પરંતુ સૌથી મોટું જોખમ એ છે કે પાકિસ્તાન પાસે પરમાણુ શસ્ત્રો છે અને હાફીઝ સઈદ કે મસૂદ અઝહર જેવા ઉન્માદી લોકોના હાથમાં તે આવી જાય કે સેના તેનો ઉપયોગ કરવાનું નક્કી કરી લે તો તેની સામે ભારત ગમે તેવો મોટો જવાબ આપે તો પણ ભારતને નુકસાન તો થાય જ.

ગમે તેમ, પણ આગામી દિવસો ખૂબ જ કસોટી, ધૈર્ય અને માનસિક સંતુલનના રહેવાના છે, સહુ કોઈ માટે. વડા પ્રધાન અને સરકાર માટે તો ખરા જ. રણનીતિ વગેરે તો છે જ, પરંતુ સફળ કાર્યવાહી પછી જશ ખાટવામાં અતિરેક ન થાય તો સારું. વિપક્ષો માટે પણ કસોટી છે. સદ્નસીબે આ વખતે રાહુલ ગાંધીએ ખૂબ જ શાણપણ દાખવ્યું છે અને સરકારને કોઈ પણ કાર્યવાહી માટે સમર્થન આપવાની વાત કરી છે. અરવિંદ કેજરીવાલ સિદ્ધુની ટીકા કરી રહ્યા છે. કદાચ આ શાણપણ એટલા માટે પણ હોઈ શકે કે જનતા આ વખતે રોષિત અને જાગૃત છે. જનતાના દબાણના કારણે સોનીએ સિદ્ધુને ‘કપિલ શર્મા શૉ’માંથી કાઢવો પડ્યો.

કસોટી મિડિયા માટે પણ રહેશે. યુદ્ધ જેવી કાર્યવાહી શરૂ થાય ત્યારે જવાનોની ખુવારી બાબતે તે કેટલો સંયમ દાખવી શકે છે તે જોવાનું રહ્યું. (આઈસી ૮૧૪ ફ્લાઇટનું અપહરણ થયું ત્યારે મિડિયા સંયમ ન દાખવી શક્યું અને પરિવારજનોના સતત રડતા ચહેરા બતાવીને સરકાર પર મસૂદ અઝહરને છોડી મૂકવા દબાણ ઊભું કર્યું હતું. અલબત્ત, સરકાર દૃઢ રહી હોત તો તે પછી થયેલા હુમલાને ખાળીને એટલા નાગરિકો સામે બીજા અનેક ગણા નાગરિકો અને જવાનોના જીવ બચાવી શકાયા હોત.) કારગિલ કે મુંબઈ હુમલા વખતે બરખા દત્ત સરહદ પર પહોંચી ગઈ હતી. દીપક ચોરસિયા પણ નાટકીય રીતે મુંબઈ હુમલા વખતે રિપૉર્ટિંગ કરતા હતા. બરખા દત્તે તો ફસાયેલા લોકો વિશે સંવેદનશીલ માહિતી જાહેર કરી દીધી હતી. પઠાણકોટ હુમલા વખતે પણ બરખા દત્ત પર સેના પાસેથી માહિતી મેળવી તેની રણનીતિ જાહેર કરી દેવાનો આક્ષેપ થયો હતો. એટલે આ વખતે યુદ્ધની સ્થિતિમાં મિડિયાએ બહુ સંયમિત રહેવું પડશે.

બીજી તરફ, પાકિસ્તાન પ્રેમી ભારતીયો સૉશિયલ મિડિયા પર ખુશી વ્યક્ત કરવા લાગ્યા તે બહુ જ આઘાતજનક હતું. તેમની સામે કેટલીક કંપનીઓએ કડક કાર્યવાહી કરી. ખુશી વ્યક્ત કરવામાં એનડીટીવી ચેનલમાં ડેપ્યુટી ન્યૂઝ એડિટર પદે રહેલી નીધિ શેઠી પણ હતી! લિબરલ ઇકો સિસ્ટમ જુઓ. કેવી વ્યક્તિઓ આવા ઉચ્ચ પદે બેઠી છે! આવી વ્યક્તિને એનડીટીવીએ માત્ર સસ્પેન્ડ જ કરી છે તે પણ બે સપ્તાહ માટે. જેએનયૂની ટુકડે ગેંગવાળી શેહલા રશીદે કાશ્મીરી છાત્રો અસુરક્ષિત હોવાની અફવા ફેલાવી હતી. તે પછી રાજદીપ સરદેસાઈ-બરખા દત્ત વગેરેએ પાકિસ્તાને પુલવામામાં કરેલી નાપાક હરકત તરફથી દેશનું ધ્યાન કાશ્મીરી નિર્દોષ છાત્રોને કરાતી હેરાનગતિ તરફ ખેંચવાનો પ્રયત્ન કર્યો. તો બીજા અનેક ક્ષેત્રના જાણીતા લોકો બોલીને વાતાવરણ બગાડી રહ્યા છે. તેઓ એવીએવી ટીપ્પણી કરી રહ્યા છે જેથી રાષ્ટ્રવાદીઓ ઉશ્કેરાય. આ ઉશ્કેરાટ રમખાણોમાં પરિવર્તન પામે તેવું તેઓ ઈચ્છે છે જેથી પાકિસ્તાન સામેની લડાઈ એક તરફ રહી જાય. જનતાએ માત્ર એટલું જ કરવાનું કે આ જે લોકો છે તેમને ઓળખી તેમની સામે બેફામ કે ગંદી ટીપ્પણીના બદલે સિદ્ધુની સાથે કરી તેવી આર્થિક સર્જિકલ સ્ટ્રાઇક કરવાની. તેમના શૉ, ભાષણો, કાર્યક્રમો, તેમનાં પુસ્તકો, ઉત્પાદનો વગેરેનો બહિષ્કાર કરવાનો.
